Government tenders are leading development across the region - ongoing and upcoming tenders for 2018 and beyond across Oman, Saudi Arabia, UAE, Egypt, Jordan, Kuwait, Morocco, Tunisia and Lebanon total 7.72GW's of solar PV, CSP, wind and energy storage. In addition to utility scale projects, commercial and industrial renewable energy uptake is on the rise. UAE, Saudi Arabia, Jordan and Oman are developing regulatory frameworks for the sector to support renewable energy powered operations.

The MENA region is full of commercial opportunities for the renewables industry.
Here are some of the big tenders discussed at our 2019 event:
Offtaker: Oman Power & Water Procurement Company
Location: Various sites
Oman Power & Water Procurement Company (OPWP), the sole procurer of new capacity in Oman, aims to deploy 2 GW of solar capacity by 2024 through four utility-scale projects. The company has already shortlisted 12 bidders for the development of the first 500 MW solar IPP in Ibri and is now working to finalise the RFPs.
OPWP now plans to launch the qualification process for its second 500 MW solar IPP tender in the fourth quarter of 2018, subject to site access approval from the Ministry of Housing. As for the two tenders that will make up the remaining 1 GW, they should be issued in 2019 and 2020. While the project under the first tender is scheduled to become operational in 2021, the three that will follow are expected to come online in 2022, 2023 and 2024.
Offtaker: Saudi Power Procurement Company
Location: To be announced
Saudi Arabia’s National Renewable Energy Program (NREP) is targeting 700 MW, 1,020 MW and 1,730 MW across the three rounds by 2020, and a further 6.05GW by 2023. Round 1 tenders have already been launched - the 300 MW Sakaka PV project has been awarded to ACWA Power and the 400 MW Dumat Al Jandal wind project should be awarded in December 2018. Round 2 tenders comprising 1,020 MW of renewable energy capacity (400 MW wind and 620 solar PV) are expected to be launched in the coming months.
Offtaker: Dubai Electricity & Water Authority
Location: Mohammed bin Rashid Al Maktoum Solar Park, Dubai
Dubai Electricity & Water Authority (DEWA) plans to tender a 300 MW Concentrated Solar Power (CSP) plant with thermal energy storage for the Mohammed bin Rashid Al Maktoum Solar Park before the first quarter of 2019. With the 700 MW CSP project that is currently being developed by ACWA Power and Shanghai Electric, the new plant will raise the emirate’s CSP capacity to 1,000 MW by 2030.
Offtaker: Abu Dhabi Water & Electricity Authority
Location: Sweihan, Abu Dhabi
Abu Dhabi Water & Electricity Authority (ADWEA) revealed in early 2018 that it was planning to build another solar PV plant in addition to the 1,177 MW Sweihan plant (aka Noor Abu Dhabi). The new project will have a capacity similar to or larger than the Sweihan solar plant and will be a joint collaboration between ADWEA and private companies.
According to ADWEA, Abu Dhabi’s government is looking to develop three or four new solar PV plants in order to reach a target of generating 5.7 GW by 2026. The exact number of solar plants will depend on the availability of land among other factors.

Locations: Various sites
In May 2018, the Tunisian Ministry of Energy, Mines & Renewable Energies launched a prequalification round for up to 500 MW of wind power projects to be completed under a BOO framework. The tender comprises two concessions for a 200 MW project at Jbel Abdherrahmane in Nabeul governorate and another of 100MW at Jbel Tbaga in Kebili governorate. The remaining 200 MW comprise projects of up to 100MW each on sites to be proposed by the developers.
Winners will be awarded a 20-year concession and the right to sign a PPA for a negotiable term with the state utility STEG. Recently, the government extended the bidding deadline for the two 100 MW-wind power projects from 25 September to 25 October 2018.
