Toks Omishakin was appointed the 33^rd Director of the Department of Transportation (Caltrans) by Governor Gavin Newsom and sworn in October 2019. Director Omishakin manages a $15 billion budget and nearly 22,000 employees who oversee 50,000 lane miles of highway, maintain approximately 20,000 bridges, provide permitting of more than 400 public-use airports, fund three of Amtrak’s busiest intercity rail services and provide transit support to more than 200 local and regional transit agencies.

Director Omishakin’s transportation vision for California features a safe, equitable, sustainable, and multimodal transportation system that builds on strong local partnerships. He and the leadership team established the 5 Priorities for the Department in 2019 and, in 2020, finalized a new Strategic Plan with a focus on Caltrans’ foundational principles of Equity, Climate Action and Safety. He also encourages a Caltrans culture of innovation and intelligent risk-taking, as transformative innovation will be needed to achieve zero traffic-related deaths and reduce GHGs by 40% by 2030.

Having been immersed in the transportation industry for almost two decades, Director Omishakin came to Caltrans following eight years with the Tennessee Department of Transportation (TDOT). There, he successfully established environmental, multimodal and planning policies to make TDOT one of the best state DOTs in the country. As Deputy Commissioner for Environment and Planning, he was responsible for an administrative and project budget of more than $300 million annually. He also led the activities of the divisions of Environmental Services, Long-Range Planning, Multimodal Transportation Resources, and the Freight and Logistics Division.

Prior to that role, he served as Director of Healthy Living Initiatives in the Nashville Mayor’s Office. In that capacity, he led development of Nashville’s Complete Streets Policy and helped

establish a more balanced approach to transportation planning and design. This included spearheading creation of two bicycle sharing programs.

In December 2019, Omishakin became Chair of the Council on Active Transportation for the American Association of State Highway and Transportation Officials (AASHTO). This came after serving two years as committee vice chair and serving as inaugural chair of AASHTO’s Multimodal Task Force. He is on the Board of America Walks, Veloz, Mineta Transportation Institute and ITS World Congress and has advised the U.S. Federal Reserve Bank of St. Louis through its Transportation Council Board.

Born in Knoxville, Tennessee, Omishakin and his wife have two children. He is completing a Ph.D. in Engineering Management from the University of Tennessee, Knoxville; has a master’s degree in Urban and Regional Planning from Jackson State University; and a Bachelor of Arts in Engineering Technology from Mississippi Valley State University.

Cordell Schachter is the Chief Technology Officer/CIO for the New York City Department of Transportation. He leads its IT & Telecom organization and department-wide initiatives to innovate safety, mobility, smart and accessible infrastructure, software development, mapping, communications, public data, and customer support. IT & Telecom is frequently recognized for excellence in helping make New York City Safer, Faster, and Smarter. Schachter tames high-risk, high-value projects and leads service management to deliver high customer satisfaction. He was named among the Top 25 Doers, Dreamers, and Drivers for 2018 by Government Technology magazine.

Schachter is a certified project manager by the Project Management Institute and IBM. He holds an MS in Management from NYU's Wagner School of Public Service, and a BA in Economics from the State University of New York Buffalo. He serves on the board of directors of the Intelligent Transportation Society of America and is co-chair of its Smart Infrastructure Standing Committee and is a member of its autonomous vehicle and cybersecurity task forces. He teaches "Civic Technology for Innovation" as an adjunct Associate Professor at NYU’s Center for Urban Science + Progress and was a lecturer at Saint Peter’s University in Jersey City, NJ.

Amanda Pietz is the Administrator over the Oregon Department of Transportation Policy, Data, and Analysis Division. The Division oversees the work of the Policy, Planning, Research, Data, and the Climate Office. Amanda was the inaugural Climate Office Director, establishing a new program and setting the strategic climate direction for the agency. She has been with ODOT for nearly 15 years, setting multimodal policy and investment direction. Amanda was the recipient of the American Association of State Highway Transportation Officials (AASHTO) Presidents Award for Planning, and chairs the AASHTO subcommittee on Air Quality, Climate Change and Energy.

Prior to ODOT, Amanda was an Archaeologist specializing in relationships with northwest tribes, prehistoric sites, Victorian-era accoutrements, and Easter Island archaeology.

Russ is a thought leader and influencer at the forefront of global mobility innovation. He works with transport agencies, transport operators, technology vendors, city and state governments around the world to improve mobility outcomes for their communities by embracing digital transformation.

He’s an unconventional thinker and likes to work with diverse teams where he can challenge norms and reframe problems. As a connector and collaborator, he love the challenge of connecting the dots, mobilising an ecosystem to solve a problem and helping others see opportunity in a new light.

Vic Shao is the CEO and founder of AMPLY Power, which is a comprehensive electric vehicle charging and energy management provider for fleets operating trucks, buses, vans, and light-duty vehicles. With intelligent charge management software and an innovative support model, AMPLY de-risks fleet electrification and guarantees performance so operators can remain focused on their core business of moving people, services or goods. Vic founded AMPLY Power in 2018 and previously served as the Founder & CEO of Green Charge Networks, an energy storage company that manages electric demand and renewable deployment for customers. After Green Charge Networks was acquired by the international energy provider ENGIE in 2016, Vic oversaw global energy storage project development for ENGIE.

Manolo Morales joined Visa’s US Government Engagement team in 2021 as Senior Director of State Government Relations, where he manages and directs Visa’s state government outreach in California and the Western half of the United States.

Manolo has had a long career in California, as well as having done significant, multi-state lobbying work, in both legal and government relations. Most recently he represented the San Manuel Band of Mission Indians, and before that a tech start-up, Avail Car Sharing. Prior to that, he represented major insurance companies in California, including directing the government affairs program for the insurer Chubb Ltd in the western US. Manolo began his career as a Capital Fellow in the Office of Governor Arnold Schwarzenegger, and left as Acting Director of the Governor’s Office of the Insurance Advisor.

Manolo holds a BA from Humboldt State University and a JD from the University of the Pacific’s McGeorge School of Law and is a licensed Attorney and Real Estate Broker. In his free time, Manolo enjoys traveling, spending time outside, and dabbling in real estate.

Ray O’Connor is President and Chief Executive Officer of Topcon Positioning Systems, Inc. (TPS), a position he has held since 2002. He is also President of the Positioning Operating Company, one of three companies that form Topcon Corporation, where he serves as Senior Managing Executive Officer.

Additionally, he has served as Chairman of Topcon Europe Positioning Business since 2005. He is a Director of Topcon America Corporation and Topcon Europe BV.

From its headquarters in Livermore, California, Topcon Positioning Systems manages more than 30 operations located in 15 countries on five continents, with a workforce of more than 2,000 people engaged in the design, manufacturing and distribution of precision measurement and workflow solutions for the global construction, geospatial and agriculture markets. TPS is driven to help meet the global demand for new and improved infrastructure and sustainable agriculture through the increased adoption of job site and farm automation systems.

After joining Topcon in 1993, Mr. O’Connor led the growth of TPS through strategic initiatives beginning in 1995. Since then, TPS revenue has experienced dramatic organic growth, while adding new revenue and market opportunities. He directed the acquisition of four global manufacturers: Kee Technologies, headquartered in Australia; Digi-Star, headquartered in the United States; Wachendorff Elektronik, headquartered in Germany; and NORAC Industries, headquartered in Canada.

Most recently, he continued the expansion of the company’s global software and workflow solutions business in the horizontal and vertical construction markets though purchases of companies including Viasys VDC, ThunderBuild BV Group, and ClearEdge3D.

Mr. O’Connor has received multiple business and academic honors as a result of his leadership in the positioning and geospatial industries. In 2006, he was the first non-Japanese recipient of the Toshiba Corporation Business Performance Award in its 130-year history. He received the award for his “superior leadership and performance” in creating a leading market share for Topcon positioning products in the global civil engineering and construction markets.

More recent awards include honorary doctorates from his alma mater, the Dublin Institute of Technology (Ireland), for “achievements in international business and innovation” and the Second University of Naples (Italy) for “industrial design for innovation.” He was named Geospatial Business Leader of the Year for 2012, recognized “as the champion of surveying and positioning technologies in the world.”

In 2013, Mr. O’Connor became the youngest inductee into the elite AEM Hall of Fame, which recognizes and celebrates outstanding individuals in the off-road equipment industry and their legacy of innovation, service and leadership.

In 2019 he was inducted into the National Academy of Construction, whose mission is to recognize individuals for their distinguished contributions to the industry and share their expertise as a service to the nation.

He currently serves on the Board of Directors of the Association of Equipment Manufacturers, as well as its CE Sector Board where he previously served from 2014 through 2018.

Kevin J. Thibault was named Secretary of the Florida Department of Transportation (FDOT) by Governor Ron DeSantis on January 18, 2019. As Secretary, Thibault oversees the lead agency in state government with the statutory responsibility to coordinate the planning and development of a safe, viable, and balanced transportation system serving all regions of the state, and to assure the compatibility of all components, including multimodal facilities.

Secretary Thibault has spent half of his professional career in the private sector providing transportation engineering services for a number of states, including Florida, Massachusetts, Rhode Island, Vermont, Indiana, and California, as well as several Canadian transportation entities. For over 16 years, Thibault has served in various roles within FDOT from project management to executive leadership and has consistently focused on the importance of partnerships to deliver the transportation needs of the state.

Secretary Thibault has prioritized the implementation of several initiatives centered on improving safety, enhancing mobility, and inspiring innovation within the agency. He has also ensured that FDOT remains an active partner with national and industry associations. To that end, Secretary Thibault serves on the Board of Directors of the American Association of State Highway & Transportation Officials (AASHTO), where he also serves as Chair of the Council on Water Transportation, as well as serving on the Board of Directors of the Intelligent Transportation Society of America (ITS America), the nation’s leading advocate in the deployment of transportation technology. 

Secretary Thibault is passionate about mentorship and building a diverse workforce for the future of Florida’s transportation system. His involvement with the academia community includes serving on the FAMU-FSU College of Engineering Dean’s Advisory Council, the UF Transportation Institute’s External Advisory Board, the USF Center for Urban Transportation Research, and the University of Massachusetts Dartmouth’s Dean’s Advisory Council for the University’s College of Engineering.

Secretary Thibault received his Bachelor of Science Degree in Civil Engineering from the University of Massachusetts Dartmouth.

Ms. Charlotte Phelan serves as GSA’s Assistant Commissioner for the Office of Travel, Transportation, and Logistics (TTL), and provides strategic direction and oversight for GSA’s Offices’ of Fleet Management and Travel, Employee Relocation and Transportation. TTL serves as the Government-wide Category Manager for the non-tactical motor vehicle and travel categories. Ms. Phelan also provides oversight for the Federal Acquisition Service’s (FAS) emergency support efforts to include coordination and emergency acquisition for Pandemic, Hurricanes, and Disasters helping federal, state, and local partners meet their missions.

GSA’s Fleet Vehicle Acquisition and Leasing Programs generate $3.0 billion annually in business volume and provide safe, reliable, low-cost lease vehicles and economical fleet management services to federal agencies. This program is able to leverage the government’s buying power to achieve significant discounts of more than 23 percent below manufacturer’s invoice prices.

GSA’s Office of Travel, Employee Relocation and Transportation manages the procurement of 12 government-wide programs representing in excess of $4.5 billion in federal acquisitions.  TTL leverages the buying power of the federal government and realizes an estimated cost savings of $2.2 billion annually with the City Pair airline program alone.

Matt Petersen is the President and CEO of Los Angeles Cleantech Incubator (LACI.) LACI is creating an inclusive green economy by unlocking innovation (e.g., incubating leading startups), transforming markets (i.e., creating aspirational partnerships), and enhancing community (i.e., inspiring future entrepreneurs). LACI's three priorities are accelerating transportation electrification, clean energy, and sustainable cities.

Prior to joining LACI, he was appointed by Mayor Eric Garcetti as the first ever Chief Sustainability Officer for the City of Los Angeles. Serving as CSO for four years, Petersen was the chief architect of the groundbreaking Sustainable City pLAn, helped LA become a global leader in EVs, solar and water conservation, and helped create the Climate Mayors. Petersen co-founded Global Green USA and led the organization for 19 years as President and CEO.

Petersen is chair of the Climate Mayors board, and a board member of Habitat for Humanity of Greater Los Angeles, Center for Environmental Health, and the Sir Edmund Hilary Institute for International Leadership. Petersen also created Citizen E to find and support individuals taking responsibility for a corner of their world. Petersen is a member of the Council on Foreign Relations, the Pacific Council on International Policy, the LA Sustainability Leadership Council. He and his son live in Santa Monica, and Matt is a retired AYSO coach.

Marc D. Williams serves as executive director of the Texas Department of Transportation and is honored to work with the women and men of TxDOT to enhance the quality of life for Texans by delivering on our Mission.

Williams' career experience in transportation planning and program efforts includes public- and private-sector organizations involving state, county and local jurisdictions. He has served in leadership positions with two state departments of transportation and has worked with national, private-sector transportation engineering organizations. His professional assignments have included directing statewide transportation planning and programming efforts as well as managing project-specific highway and multimodal transportation plans and programs.

He has worked extensively with public and agency outreach, transportation plans of various modes, regional and corridor-level plans and programs, environmental planning and approval, economics and finance, project design and development, along with work in the areas of construction management, operations and maintenance.

• Accomplished executive with experience in technology and operations management, with expertise in delivering complex implementations in the business process and transportation industries; well versed in developing and strengthening relationships with key strategic partners and stakeholders in public and private sector.

William Murdock serves as executive director of the Mid-Ohio Regional Planning Commission (MORPC). MORPC is Central Ohio’s regional council for local governments that provides services, funding, tools, and resources to 75 member communities comprised of counties, cities, villages, townships, and regional agencies. As Executive Director, Murdock oversees innovative planning, services, and policies in transportation, planning, housing, land use, sustainability, and data.

Working with a board of over 140 local leaders and more than 20 community committees, Murdock reorganized MORPC to sharpen its focus on collaborative partnerships, proactive planning, and local government services. He is responsible for the development of MORPC’s long-range transportation plan that coordinates over $20 billion of transportation improvements across the region through 2050. Murdock spearheaded the major regional future scenarios effort known as insight2050 and the recently completed Regional Housing Strategy – both major public/private initiatives to prepare for Central Ohio’s significant growth and development – and innovative efforts such as the Smart Region Task Force and Midwest Connect Hyperloop effort.

Murdock also directed the creation of Central Ohio’s first regional sustainability and data agendas and strengthened MORPC’s advocacy efforts at the state and federal levels. He prioritizes efforts to build inclusion and diversity into regional work whether rural, urban, or suburban communities and to provide opportunities for young people to enter public service. Prior to joining MORPC, Murdock worked for over 15 years in state and local government in planning and economic development.

Murdock is actively involved in a number of local, state, and national organizations. Notably, he is secretary/treasurer for the Ohio Association of Regional Councils, a governor’s appointee to the DriveOhio Government Advisory Board, past president of The Ohio State University Knowlton School Alumni Society, and past chair of the National Association of Regional Councils’ (NARC) Executive Directors Council (EDC).

Murdock is a longtime resident of Central Ohio and proud Buckeye with a Bachelor of Science in Economics, Bachelor of Arts in Political Science, Master of City & Regional Planning, and Master of Science in Parks, Recreation & Tourism Administration all from The Ohio State University.

Brett Roubinek – President and CEO – joined TRC in 2016, bringing more than 25 years of experience in growing businesses and fostering innovation across the automotive ecosystem, including on-track proficiency as a professional racecar driver and instructor. Initially responsible for overseeing research efforts and day-to-day operations across TRC Ohio’s 4,500-acre campus, he was named president and CEO in July 2017. Prior to joining TRC, Roubinek served as senior director of strategy and consultancy for a global motorsports marketing agency; vice president of sales and marketing for the Mid-Ohio Sports Car Course; vice president of marketing and chief operating officer of iRacing.com; and managing director of the Skip Barber Racing School – among other industry roles. Brett currently serves on the board of IMPACT 60, a local community-support organization, and as chairman of the DriveOhio Expert Advisory Board. He holds a BA in Economics from Denison University.

Joanna M. Pinkerton is the President/CEO of the Central Ohio Transit Authority (COTA), the regional mobility organization providing services to Columbus and Central Ohio. With a service area covering 562 square miles across five counties serving 1.2 million residents, COTA employs more than 1,100 team members and provided more than 19 million passenger trips in 2019.

Since joining COTA in April 2018, Joanna has focused on organizational transformation – delivering innovative mobility solutions in response to a growing community, changing customer preferences and addressing equity issues with the mobility needs of many residents. Highlights of her tenure include leading COTA’s first-ever strategic planning process, overseeing the creation of a new customer experience center, recruitment of the organization’s first-ever Chief Innovation Officer, Chief People Officer and Chief Equality Officer and launching COTA//Plus, Mainstream On-Demand and Bus On-Demand – the first on-demand public microtransit and high capacity services in Central Ohio.Joanna is a champion for equity, diversity and inclusion – values which are the cornerstone of COTA’s strategic approach to identify evolving needs in the community and pair them with the rapid pace of technology development. Recognitions COTA has received under her leadership include Best Companies for Women to Advance by Parity.org, Outstanding Diversity Organization by Columbus Business First and named the Outstanding Public Transportation System in 2018 and 2020 by the American Public Transportation Association (APTA) – making COTA the first transit system to receive this award twice in three years.Joanna joined COTA with more than 20 years in the engineering and transportation industries. Her previous experience also includes leadership roles with The Ohio State University, first as the Senior Associate Director of

The Ohio State University Center for Automotive Research and later as the Co-Director of the Honda-Ohio State Partnership, the nation’s largest industry-academic based partnership. Prior to her tenure at The Ohio State University, Joanna was the Central Ohio Regional Manager for the Ohio Department of Transportation (ODOT), where she was responsible for targeting transportation investments to support economic growth in the manufacturing, technology and logistics industries in Ohio. Joanna is nationally recognized for her expertise in addressing the challenges the mobility industry is currently facing – including the focus on equity and community transformation when deploying new technology. As an award-winning organization, COTA is focused on how to address digital transformation issues for public infrastructure, opportunities for AI integration, cybersecurity concerns and how technology can help protect and serve more people, more efficiently. Dr. Chris Atkinson is currently the Director of the Smart Mobility Initiative and professor of mechanical and aerospace engineering at Ohio State University. From 2014 to 2020 he served as Program Director at the Advanced Research Projects Agency-Energy (ARPA-E) of the US Department of Energy. At ARPA-E he initiated and managed external research and development projects in the advanced clean energy area totaling over $120 million, including NEXTCAR, a program using vehicle connectivity and automation to improve vehicle energy efficiency.

He is the founder of Atkinson LLC, a consultancy in advanced vehicle technologies that develops methods in control, rapid transient calibration and virtual sensing. From 2009 to 2011 he was the Director of the West Virginia University Center for Alternative Fuels, Engines and Emissions, in addition to holding the rank of tenured professor in mechanical and aerospace engineering. He has authored over 70 peer-reviewed publications and holds two US and international patents. He is a Fellow of SAE, and a Fellow of ASME, with extensive experience in vehicles, engines, emissions, alternative fuels, engine control and hybridization.

Fredrik Hånell is the Business Creation Director for EIT Urban Mobility, an initiative of the European Institute of Innovation and Technology (EIT) to encourage positive changes in the way people move around cities in order to make them more livable places. Fredrik has 30 years of experience notably from running and funding public and VC backed high-tech start-ups as CEO, co-founder and entrepreneur, he holds an MBA from INSEAD in France and an MSc in Engineering Physics from KTH in Sweden.

Kip Eideberg is Senior Vice President Government & Industry Relations at the Association of Equipment Manufacturers (AEM). As Head of the Washington, D.C. Office, he guides strategy for AEM’s government relations, public affairs, grassroots advocacy and policy efforts. Under his leadership, AEM’s Government and Public Affairs Team advances pro-manufacturing policies on behalf of more than 1,000 member companies. Before joining AEM in 2016, Mr. Eideberg was a partner at a leading strategic communications and public affairs firm, where he oversaw the firm’s advocacy efforts and worked with trade associations, Fortune 500 companies, and foreign governments on the development and execution of federal and multi-state advocacy campaigns. Prior to that, Mr. Eideberg held positions with several global public affairs consulting firms, working in Brussels, Ottawa, and Washington, D.C. He previously served on the staff of the Group of Policy Advisers, which provides the President of the European Commission and the College of Commissioners with strategic policy advice. He started his career working in the United State Senate. Mr. Eideberg and his wife live in Washington, D.C. with their young daughter and son.

Gretchen evangelizes for MobilityData, representing the organization at conferences, webinars, and workshops. MobilityData standardizes and expand the defacto data formats (GTFS and GBFS) used worldwide, develops open-source tools to improve the quality of data, and acts as an industry facilitator, creating opportunities for strengthened interoperability while supporting the industry's rapid transformation. In her role, she enlists membership from innovators and industry stakeholders to leverage MobilityData’s unique specifications and accelerate extensions. She works to expand MobilityData's mission worldwide to enhance traveller experience through seamless and sustainable mobility.

Gillian Gillett manages the California Integrated Mobility Program and the California Integrated Travel Project (calitp.org) for Caltrans. Previously she was Transportation Policy Director for San Francisco Mayor Edwin M. Lee. Before that she was Chief of Staff for now-Senator Scott Wiener. She came to public service from business process improvement consulting – primarily to the financial services sector. She is a graduate of St. John’s College in Annapolis, MD.

Mandy serves as Deputy Director of Public Service assigned as the Smart Columbus Program Manager. Mandy joined the City of Columbus in July 2017. She uses her 22 years of industry experience with an emphasis on complex project management to lead the delivery the USDOT, Vulcan and American Climate Change Challenge grant funded programs. Mandy also oversees Finance, Human Resources and Vision Zero for the department.

Mandy holds a bachelor's degree in Civil Engineering from THE Ohio State University and is a Registered Ohio Professional Engineer. Mandy is also a Women’s Transportation Seminar, Columbus Engineers Club and American Society of Highway Engineers member.

Mandy has a passion for engineering solutions to societal challenges leveraging technology and innovation.

CEO & co-founder of the Norwegian govtech startup Nivel. Harald is a design engineer with more than 20 years of experience in developing innovative, user-friendly products and services in the private and public sector, with a special eye for sustainable, scalable business models. He has got a strong passion for human-friendly cities.

Anna Palmqvist is the Queen of Production at Elonroad, an innovative tech-company which builds and develops a road based charging infrastructure of the future to accelerate the electrification of the entire transport sector. Anna has a background from the automotive industry as a Production Engineer and Technology Specialist, but has now dedicated her career to tackle the climate challenge from another perspective and make fossil fuels a thing of the past.

I hold a degree in industrial engineering from University of Karlsruhe TH, and additionally I did an MBA semester programme at the Owen Graduate School of Management at Vanderbilt University, Nashville, Tennessee. I started my business career at the top management consultancy Kearney in their automotive practice. My focus was on technology strategies, but also on operational excellence projects to increase efficiency in product development and production. Then I moved on to Audi in Ingolstadt, where I was a member of the management group, responsible for IT innovation management and the implementation of the necessary project portfolio. After my time at Audi, I helped set up two startups in Munich in the field of automotive production and logistics. Since ottobahn GmbH was founded mid 2019, I have been responsible for its successful development and growth as a "Can Do Officer" and managing director.

Ms. Megan O’Callaghan is the Deputy City Manager/Chief Finance and Development Officer for the City of Dublin.

Ms. O’Callaghan has served the City since 2014, when she was hired as the Public Service Director and later the Deputy City Manager/Chief Operating Officer. She created the Transportation & Mobility Division, advances smart mobility initiatives, and oversaw the construction of the Dublin Link pedestrian bridge.

Prior to joining Dublin, Ms. O’Callaghan was Deputy Director for the Ohio Department of Transportation and served as the Deputy Director of Public Service for the City of Columbus.

Ms. O’Callaghan earned her Bachelor of Science Degree in Civil Engineering from The Ohio State University as well as a Juris Doctor, Magna Cum Laude, from Capital University Law School. She serves on The Ohio State University Department of Civil Engineering Advisory Board, is a Mid-Ohio Regional Planning Commission member, and was appointed by Ohio Governor Mike DeWine to the State Board of Registration for Professional Engineers and Surveyors.

Elliott McFadden is the Greater Minnesota Shared Mobility Coordinator at the Minnesota Department of Transportation and currently serves as the MnDOT lead for their FTA AIM grant award to build a regional Mobility-as-a-Service platform, Western Minnesota COVID-19 Contactless Payment pilot, and the FlexPass parking and transit pass project at the ABC Ramps in Minneapolis in partnership with the University of Minnesota. He is a recognized leader in the shared use mobility industry with over 15 years of experience bringing innovate solutions to market in the transportation space. Before joining MnDOT, he launched and managed the first car sharing service in Texas and served as the CEO of Austin B-cycle, the City of Austin's bike share system, for six years where he launched and grew the system from 11 stations to 76 stations using federal, local, and private funds, set national bikeshare ridership records, recorded over 1 million trips, and innovated with electric bikes and the first U.S. deployment of seated scooters in partnership with OjO Electric. During that time he was a co-founder and board member of the North American Bike Share Association, the trade association for shared micromobility.

Lori Pepper was appointed the Deputy Secretary for Innovative Mobility Solutions by Governor Newsom in August 2019. Prior to her appointment, Lori worked in Washington, DC as the Senior Federal Policy Specialist for Honda North America, Inc. where her portfolio focused on technology and

innovation. This included connected and automated vehicles, robotics and artificial intelligence, intellectual property, and spectrum issues.

Lori also served on Capitol Hill for 10 years in various capacities. She began her federal career as a Legislative Assistant in the office of former Rep. Albert Wynn (MD) and then became Deputy Chief of Staff and Legislative Director for former Rep. Baron Hill (IN) where she

successfully led the office’s efforts to raise federal fuel efficiency standards included in the Energy Independence & Security Act. Lori also served on the Science and Technology Committee as Director of Policy & Outreach under former Chairman Bart Gordon (TN) where she helped shepherd the reauthorization of the America COMPETES Act. For her final two

years on Capitol Hill, Lori served as a Policy Advisor and Deputy Floor Director for Speaker

Nancy Pelosi (CA) where she was the Speaker’s advisor on issues related to small business, agriculture, and veterans, as well as her liaison to the moderate Blue Dog Coalition.

Lori started her career in her home state of Maryland as Legislative Assistant for former State Delegate Paul Carlson.

Bob has over 27 years of leadership within the telecommunication, information technology, and transportation industries, with a focus on the convergence of transportation and technology, and a passion for rural broadband that is accessible and affordable. Currently, Bob serves in a leadership role with the Colorado Department of Transportation leading the Intelligent Transportation and Network Services division. Within his division he also manages all technology and telecommunications public and private partnerships, including revenue and cost sharing agreements. He also had the honor to be appointed to several committees including the FCC Intergovernmental Advisory Committee, Chair of the State of Colorado Broadband Advisory Board and the past Chair of the Denver Regional Council of Governments.
